OSHA 29 CFR1910.1025(c)
(c) Permissible exposure limit (PEL). (1) The employer shall assure that no
employee is exposed to lead at concentrations greater than fifty micrograms per cubic
meter of air (50 ug/m³) averaged over an 8-hour period.
Summary
A lead-based paint (LBP) inspection and risk assessment was conducted at Hospital at
4730 South Redtail Hawk Bay, Hollday, Utah for Mr. Salt Lake City on July 14,
2001. The XRF
inspection was provided by Mr. Justin Crosby, a certified X-ray fluorescence operator and
LBP inspector. The risk assessment was provided by Mr. Justin Crosby, a trained and
certified risk assessor.
DESCRIPTION OF THE BUILDING AND THE ROOMS TARGETED FOR EVALUATION
Building constructed in 1953. Painted brick exterior. Painted plaster on
lath interior. All rooms and areas tested for lead-based paint content. Dust
sampling conducted on floor level in all areas. Soil sampling conducted in
playground and planters surrounding building. Building being renovated for offices
and daycare center.
DESCRIPTION OF THE LBP FINDINGS

Support columns in the fifth floor operating room contain high levels but are
intact. The main lobby and exterior contain high levels of lead in poor condition.

Dust levels exceeded the limits in the operating room and main lobby.
| AIR RESULTS |
Workers renovating the facility are disturbing the area of the main lobby are
causing the dust to become airborne and exceed the limit.
| SOIL RESULTS |
Soil levels are unacceptable in the planters at the main entrance.
IMMEDIATE ABATEMENT OR CLEAN-UP AREAS
All work should cease in the main lobby. Walls in the area should be enclosed with new
wallboard and sealed to prevent dust from escaping. Soil shall be removed and
replaced at the main entrance. Fence off other planters to prevent contact by
children. Removal of coatings on exterior walls.
INTERIM CONTROLS AREAS
Wet wipe and HEPA vacuum the operating room area.
ACTION TO BE TAKEN
Water blast exterior brick walls with engineering controls in place. Enclose main
lobby walls. Wet wipe and HEPA vacuum operation room area. Resample all areas
on completion. Remove soil in exterior planters and replace with lead-sampled new
soil. Fence off other planters to prevent contact by children. Landscaping and
gardening personnel must be trained in dealing with lead contaminated soil.
REEVALUATION
Main lobby should be examined in three years for escaping dust. Operating room
support columns should be observed for paint damage monthly. Resample soil from
planters not abated. |
